Intergalactic Directive — Open Network Access and Age Restrictions

Issued by the Galactic Concord Council

The Galactic Concord recognises the Open Network as a universal infrastructure, fundamental to the exercise of thought, communication, and culture across all sentient species. Access to this Network is a right, not a privilege. Under no circumstance may identification be required to connect, browse, or participate in the general flow of information.

All content that is not age-restricted or adult in nature is freely accessible to every sentient being. While practical services such as delivery of goods or other transactional interactions may require provision of contact or delivery details, this information does not constitute identity verification for network access. The right to explore, communicate, and learn remains unimpeded.


I. Adult and Age-Restricted Content (18+ or Species Equivalent)

Access to content classified as adult or age-restricted requires verification of developmental eligibility. This content is restricted to individuals of at least 18 standard years, or the recognised species-equivalent developmental age. Adult content includes, but is not limited to:

  • Explicit sexual material of any medium
  • Material intended for sexual arousal or participation
  • Games or interactive experiences of extreme violence
  • Films, simulations, or other media depicting high-intensity violence, coercion, or psychological distress
  • Any content requiring advanced emotional or cognitive maturity to process safely

Verification for this content is strictly limited to confirming eligibility, without storing personal identity or linking network activity to the individual beyond the access check.


II. Social Platforms (18+ or Species Equivalent)

Platforms primarily enabling social interaction or user-generated communication may establish a minimum access age of 18 standard years, or species-equivalent maturity, where participation carries potential influence over cognition or social development.

Requirements at this level must still uphold:

  • Pseudonymous participation, protecting network identity
  • No requirement for full identity registration outside age verification
  • Minimal, non-retentive age verification

III. Verification Principles

Age verification for restricted content must:

  • Confirm eligibility only, without storing permanent identity data
  • Be one-time or session-limited
  • Remain isolated from behavioural or network tracking

At no point may verification for restricted content be applied to general network access. Anything outside these categories must remain fully accessible.

Transactional information required for delivery, shipping, or similar services is considered separate from identity verification and is limited strictly to operational purposes.


IV. Protection Against Misuse

Any attempt to:

  • Expand age-restricted categories beyond defined boundaries
  • Reclassify general content as restricted
  • Use age verification or transactional data as a proxy for tracking general network activity

will constitute a Class A Autonomy Breach and trigger Concord enforcement measures, including network isolation or sanctions.


V. Species Equivalency

All age thresholds may be adjusted according to species-specific developmental benchmarks, including:

  • Cognitive maturity
  • Emotional regulation
  • Societal recognition of adulthood

All equivalency models must be reviewed and approved by the Concord to prevent manipulation or erosion of universal rights.

The Open Network is not a tool of control. It is a shared extension of sentient thought. All non-restricted content is freely accessible to all beings, without identity verification. Provision of contact or delivery information for practical services does not infringe this principle. Access may be limited only where necessary to protect developing minds, and then only with verification that is temporary, minimal, and non-identifying.

Maturity may define access to specific content. It must never define the right to exist within the network.
